It looks like in one way, Governor Little has one over on Governor Otter.  Little has banned rank-choice voting in Idaho according to this article.

If you do your research you will find that Ranked Choice voting, where it has been tried, has been a complete failure. It complicates the voting process and can be used to rig elections.  The ICGG recommends that you do your own research on this and don’t sign the inituitive to get it forced onto Idaho.
